Illinois Boat (Vessel) Bill of Sale Form

Illinois requires most watercraft operated on Illinois waters to be registered with the Illinois Department of Natural Resources. Watercraft applications are processed through IDNR’s online system or by paper/mail.

• Bill of Sale or Purchase Agreement, if required for the transaction.
• Completed Watercraft Application
• Original Illinois watercraft title, or Power of Attorney and lien release, if applicable.
• Original Manufacturer’s Statement of Origin, if the boat is new.
• Payment for IDNR registration/title fees.
• Tax form/payment, such as ST-556, RUT-25, or RUT-75, if applicable.

Out-of-State Purchase

• Original out-of-state title, if the boat came from a title state.
• Out-of-state registration card, if the boat came from a non-title state.

The purchaser must submit the watercraft registration/title application within 15 days after purchase.
