The West Virginia DMV bill of sale for a motor vehicle, trailer, or boat (Form DMV-7-TR) is the official state form that certifies the transfer of a car, trailer, and/or vessel from one person or entity to another. It is a legal instrument that will further protect both the buyer and seller and remedy any future discord that should arise between the parties. This form requires completion of standard information on the property such as VIN/HIN, year, make, and model, as well as seller and buyer information and signatures.
How to Register a Vehicle
Although renewal registration is available to complete online, finalizing the initial registration on a vehicle will require a visit to a West Virginia DMV location to present all applicable paperwork and fees. Make sure to come prepared with the following relevant forms and documentation:
- A valid form of I.D.
- Completed and notarized bill of sale.
- Title of the vehicle signed by seller and buyer, with the actual odometer reading notated.
- Filled out WV Application for Certificate of Title (DMV-1-TR) with a completed disclosure statement by the seller in the event that the vehicle is ten years old or newer.

How to Register a Vessel
The Virginia DNR (Division of Natural Resources) stipulates that all watercrafts containing a motor must be titled and processed for registration. The DMV provides all the paperwork needed and handles the registration procedure. Visit a location most convenient for you and have the following ready to go:
- Proof of Ownership (bill of sale, Title, Manufacturer’s Statement of Origin)
- An Application for Certificate of Title for Motor Boat – Form DMV-MB-6
- Payment for any fees or taxes that apply to your vessel.

Step 2 – Motor Vehicle, Trailer, or Boat Information – Complete the first section of the form with the following information on the vehicle, trailer, or vessel being transferred:
- Year
- Make
- Body Type
- Model
- Color
- Title Number
- Vehicle/Hull Identification Number
Step 3 – Seller’s Information – Input the fields relevant to the seller of the vehicle:
- Seller’s name (include all sellers if there is more than one listed on the title)
- Street address
- City
- State
- Zip Code
Step 4 – Buyer(s) and Sale Information – Fill out the boxes in this section with the following info:
- Buyer’s Name
- Street Adress
- City
- State
- Zip Code
- Date of Sale
- Selling Price
Step 5 – Odometer Disclosure Statement – This portion of the form is to be filled out by the seller, be sure to include:
- Name of Seller
- Odometer reading at the time of sale.
- Only check the boxes below the odometer reading that apply to the situation of the vehicle being sold (ideally, neither of these boxes should be checked off if the vehicle is in good working condition).
Step 6 – Seller and Buyer Certification – Keep in mind that this part of the form should only be signed once in the presence of a certified notary to validate the agreement’s legality. Once you have found a notary, complete the following:
- The printed name, signature(s), and date of signature from the seller(s)
- The printed name, signature(s), and date of signature from the buyer(s)
Step 7 – The final section of the form should be filled out by a certified notary for the state of West Virginia.
