How to Register a Vehicle
Finalizing the initial registration on a vehicle will require a visit to a West Virginia DMV location to present all applicable paperwork and fees.
- Bill of Sale: Optional, but helpful as supporting proof of the transaction.
- Insurance Information: The vehicle must be insured by a company licensed to sell insurance in West Virginia.
- Odometer Disclosure Statement (Form DMV-TM-1)
- Out-of-State Title
- West Virginia Title Application (Form DMV-1-TR)
Notes
- The 6% titling sales tax is waived for qualifying new residents if the vehicle is already titled in their name in another state and they meet the exemption requirements.
- The exemption does not apply to leased vehicles.

How to Register a Boat
Visit a location most convenient for you and have the following ready to go:
- Certificate of Origin, if the motorboat is new.
- Dealer invoice or dealer certification, if purchased from a dealer.
- DMV-1-B Hull Identification Certification, if required.
- MB-6 Application for Certificate of Title for Motor Boat
- MB-12/13 Owner and Purchasing Affidavit, if required.
- Notarized Bill of Sale, if required.
- Payment for title/registration fees and applicable taxes.
- West Virginia title, properly assigned, if the motorboat was previously titled in West Virginia.
Out-of-State Purchase
- Out-of-state title, properly assigned, if the boat came from a titling state.
- Registration in the seller’s name, properly reassigned if possible, if the boat came from a registration-only state.
If ownership of a West Virginia-numbered motorboat changes, the owner must notify the commissioner within 15 days of the transfer. Since registrations are not transferable, the new owner should apply for a new title/registration before operating the motorboat.
