In Washington, a bill of sale is required unless the sale price and date are listed on the title. The seller must submit a Report of Sale within 5 days.

How to Register a Vehicle
The buyer will need to attend a local Washington State Department of Licensing Office with the following paperwork:
- Applicable fees
- Bill of Sale: Optional, but helpful as supporting proof of the transaction.
- Current Title
- Driver License: You must get your Washington driver license before registering the vehicle.
- Odometer Reading
- Payment for Fees
Out-of-State Purchase
- Copy of Title: If your bank holds the title, the bank may need to fax a copy of the title to the vehicle licensing office.
Notes
- Driver licensing and vehicle licensing are handled at separate locations.
- To complete the transaction by mail, contact a vehicle licensing office first for the required forms and fees.
- Not all offices accept debit or credit cards, so check payment options before going.
- If you register in person, you will usually receive your plates right away. If you apply by mail, it may take up to 3 weeks after the application is received.

How to Register a Boat
Washington requires boats to be titled and registered through the Washington Department of Licensing. Registration paperwork may be submitted in person at a vehicle/boat licensing office or by mail.
- Bill of Sale, completed by the buyer and seller.
- Certificate of Title, if the boat was previously titled.
- Manufacturer’s Statement/Certificate of Origin, if the boat is new.
- Payment for title/registration fees and applicable use tax.
- Proof of marine insurance, if the boat is more than 35 feet long and more than 40 years old.
- Proof of sales tax paid, if applicable.
- Vessel Title Application
Out-of-State Purchase
- Current out-of-state registration.
- Out-of-state title, or a photocopy if a lienholder is holding the title.
- Proof of sales tax paid, or use tax may be due.
Washington requires a boat to be registered within 15 days if purchased in another state, or within 60 days after moving to Washington. A boat registered in another state may generally be used on Washington waters for the first 60 days before additional Washington requirements apply.
