In Washington, a bill of sale is required unless the sale price and date are listed on the title. The seller must submit a Report of Sale within 5 days.

How to Register a Vehicle
The buyer will need to attend a local Washington State Department of Licensing Office with the following paperwork:
- Applicable fees
- Bill of Sale: Optional, but helpful as supporting proof of the transaction.
- Current Title
- Driver License: You must get your Washington driver license before registering the vehicle.
- Odometer Reading
- Payment for Fees
Out-of-State Purchase
- Copy of Title: If your bank holds the title, the bank may need to fax a copy of the title to the vehicle licensing office.
Notes
- Driver licensing and vehicle licensing are handled at separate locations.
- To complete the transaction by mail, contact a vehicle licensing office first for the required forms and fees.
- Not all offices accept debit or credit cards, so check payment options before going.
- If you register in person, you will usually receive your plates right away. If you apply by mail, it may take up to 3 weeks after the application is received.

How to Register a Vessel
All vessels in the state of Washington must be registered with the DOL (Department of Licensing). New owners have 15 days from the acquisition time to register their boat when purchased within the state of Washington. Be sure to have the materials listed below available for processing:
- Proof of Ownership (a signed over title and bill of sale)
- A completed and notarized Vessel Title Application (Form TD-420-289).
- Confirmation that all sales taxes on the vessel have been satisfied. (If you do not have valid confirmation of paid sales taxes, you may be liable to pay a use tax fee. For more information, visit the use tax page of the DOL’s website.)
- Payment for any costs associated with the registration process (must be paid with a check or money order).
