Delaware resident-to-resident transfers are generally completed using the assignment section on the back of the title.

How to Register a Vehicle
The new owner has 30 days from the date of purchase to register the vehicle. Be sure to bring the vehicle in for an inspection and bring the necessary paperwork confirming that it has passed. Go to a DE DMV service center of your choice and present an agent with the following:
- Application for Delaware Title
- Bill of Sale, if applicable
- Driver’s License or Proper Identification
- Manufacturer’s Certificate of Origin: Must be properly transferred to the new owner.
- Proof of Liability Insurance: Acceptable proof includes an insurance card, insurance policy, or a letter from the insurance agent.
- Vehicle for Inspection: The vehicle must be presented at a Delaware DMV inspection facility.
Out-of-State Purchase
- Out-of-State Title: Must be in the owner’s name or properly transferred to the new owner.
