In Vermont, if the vehicle is model year 2011 or newer and no separate odometer disclosure statement is submitted, the odometer disclosure must be completed on the back of the bill of sale form. If the vehicle is jointly owned, both sellers must sign the bill of sale.

How to Register a Vehicle

Visit your nearest Vermont Department of Motor Vehicles with the following forms and filings:

Out-of-State Purchase

  • Manufacturer’s Certificate of Origin (MCO) or Title

Notes

  • Purchase and Use Tax is due at the time of registration and/or titling.
    • The tax is based on the purchase price or the J.D. Power clean trade-in value, whichever is greater, minus any allowable trade-in value or credits.

How to Register a Boat

Visit a branch near you and have the following documents on hand:

  • Bill of Sale, including the make, year, HIN, purchase price, date, and seller’s signature.
  • Certificate of Title, signed by the previous owner, if the vessel was previously titled.
  • Hull Identification Number verification, if the vessel is titleable and was last registered/titled out of state or otherwise requires verification.
  • Manufacturer’s Certificate of Origin, if the boat is new.
  • Payment for registration/title fees and applicable tax.
  • Vermont Motorboat Registration, Tax & Title Application (Form VD-037)

Out-of-State Purchase

  • Original out-of-state title, if the boat was titled.
  • Original or certified copy of the last registration certificate and all bills of sale thereafter, if the boat was used but not previously titled.
  • Vessel Validation Application (Form VD-113), if using an out-of-state or federally documented vessel in Vermont waters for 30 days or more.

Out-of-state or federally documented vessels may generally operate in Vermont for up to 90 consecutive days, but a Vermont validation sticker is required if the vessel is used in Vermont waters for 30 days or more.
