How to Register a Vehicle
Go to a licensing office at a DOR (Department of Revenue) location of your choice and have the following materials on hand:
- Application for Missouri Title and License (Form 108)
- Bill of Sale: Helpful for your records
- Certificate of Title or Manufacturer’s Statement of Origin (MSO): Must be properly signed over to you.
- Identification Number and Odometer (ID/OD) Inspection: Required if ownership was transferred to you on a title issued by another state or country.
- Lien Release (Form 4809): Required if applicable.
- Odometer Disclosure Statement (Form 3019): Required if applicable.
Out-of-State Purchase
- Missouri Safety Inspection: Required if not exempt, and must be no more than 60 days old
- Original Out-of-State Title or other acceptable proof of ownership
- Emissions Inspection: Required if applicable for St. Louis City or Jefferson, St. Charles, or St. Louis counties

How to Register a Boat
Missouri requires motorized boats and vessels, sailboats longer than 12 feet, and most outboard motors to be titled and registered through the Missouri Department of Revenue. To register a boat, the owner can visit any Missouri license office with the required paperwork.
- Application for Missouri Boat/Vessel or Outboard Motor Title and Registration (Form 93), signed.
- Bill of Sale, if used as proof of ownership.
- Manufacturer’s Statement of Origin, if the boat is new.
- Notarized lien release, if applicable.
- Paid personal property tax receipt or statement of non-assessment.
- Payment for title fees, registration fees, processing fees, and taxes.
- Properly assigned Certificate of Title, if the boat was previously titled.
Out-of-State Purchase
- Out-of-state title, properly assigned, if the boat came from a title state.
- Proof of taxes paid to another state, if applicable.
- Descriptive Bill of Sale or MSO, if used as ownership proof.
The buyer has 60 days from the date of purchase to title a newly purchased boat, vessel, or outboard motor. Out-of-state residents have 60 days from bringing the boat into Missouri if it will be kept in Missouri for more than 60 consecutive days.

Register a Firearm
Missouri does not require a new firearm owner to register a firearm.
