How to Register a Vehicle
Go to a licensing office at a DOR (Department of Revenue) location of your choice and have the following materials on hand:
- Application for Missouri Title and License (Form 108)
- Bill of Sale: Helpful for your records
- Certificate of Title or Manufacturer’s Statement of Origin (MSO): Must be properly signed over to you.
- Identification Number and Odometer (ID/OD) Inspection: Required if ownership was transferred to you on a title issued by another state or country.
- Lien Release (Form 4809): Required if applicable.
- Odometer Disclosure Statement (Form 3019): Required if applicable.
Out-of-State Purchase
- Missouri Safety Inspection: Required if not exempt, and must be no more than 60 days old
- Original Out-of-State Title or other acceptable proof of ownership
- Emissions Inspection: Required if applicable for St. Louis City or Jefferson, St. Charles, or St. Louis counties

Boat (Vessel) Registration Forms
- A finalized bill of sale form
- A fully filled-out and endorsed Application for Missouri Boat, Vessel, or Outboard Motor Title And Registration (Form DOR 93)
- Ownership records via a manufacturer’s certificate of origin or a properly signed-over certificate of title.
- For any previously financed vessel, a filled Missouri Notice of Lien, Lien Release, or Authorization to Add-Remove Name From Title (Form DOR 4809).
- Sales receipt disclosing remitted payment of sales tax or, in place of payment, a letter stating official exemption from an accepted tax assessor. The letter must additionally include a further testament to the current status of payment of the applicant’s property taxes.
- Accepted funds to pay for all taxes and fees for watercraft registration.
Firearm Registration Forms
Missouri does not list a requirement of registration, permit before purchase or owner’s license for any firearm obtained by a residing individual. The obligation of passing a standard background check is not necessary for any stipulated private party sale. Permitless carry took effect in January of 2017, allowing one to carry openly or concealed in acceptable territory without a permit. Should an individual wish to obtain a Conceal and Carry Permit for weapon transport across state lines, you can gather the following to hand in at your county sheriff’s location:
- A filed Missouri Conceal and Carry Permit Application
- Proof of completion of a required firearm safety course
- An active Missouri State driver’s license or ID card
- An original fingerprint identification card for the applicant
- Evidence of residency within the state of Missouri
- Adequate compensation for all permit fees
