The Virginia DMV bill of sale for a motor vehicle, trailer, or boat is a hard copy record of the sale of an automobile including important data on the vehicle being sold, the buyer and seller involved in the transaction, and the relevant purchase component facts. A bill of sale is a crucial legal element to ensure that you don’t assume liability for any civil or criminal involvement the vehicle may have after the transfer is completed.
How to Register a Vehicle
In the state of Virginia, you will need to provide proof of the purchase price of the vehicle to calculate the 4.15% sales and use tax owed. To legitimize this, you will need to furnish either a completed Vehicle Title with sales price information, A Virginia Vehicle Price Certification (SUT-1), or the bill of sale.
You must also determine the proper course of action for titling the vehicle. If the automobile is currently titled within the state of Virginia, you will want to have the “Assignment of Title by Owner” and “Application for New Owner Certificate of Title and Registration” sections completed before visiting. In addition, you will also need to supply a filled Vehicle Registration Application (VSA-14). If the vehicle is not currently titled in the state of Virginia, you will instead complete the Application for Certificate of Title and Registration (VSA 17A).

How to Register a Vessel
Virginia’s State Law specifies that all watercraft propelled by a motor, or sailboats with a length of 18-feet or longer, must comply with the jurisdictional requirements of retaining active in-state registration and title to utilize the vessel upon Virginia waterways legally. Valid exceptions to this ordinance are:
- Vessels to used for an amount of time less than 90 successive days, that have current active registration and or title in an alternate state or country.
- Vessels to operated solely on private waterways.

Step 2 – Vehicle Information – Complete the information required to identify the vehicle being sold:
- Vehicle Identification Number
- Odometer Reading
- Seller Registration Number
Step 3 – Place a checkmark in the box if you have ever registered for a title on the vehicle involved in the sale.
Step 4 – Seller/Buyer Information – Fill in the required contact information on both the buyer and seller:
- Seller’s Full Name
- Seller’s Street Address
- Buyer’s Full Name
- Buyer’s Street Address
Step 5 – Purchase Information – Input the following important info on the sale of the vehicle:
- Purchase Price
- If the vehicle being purchased was gifted to you, place a checkmark in the box, and specify as to your relationship to the seller.
Step 6 – Have the Seller and Buyer sign the document on the lines corresponding to their titles and date accordingly.
Step 7 – Duplicate the data from the previous six steps below the dotted line to ensure a copy for both the buyer and seller to retain.
